Biography

Professor Fernando is the Executive Dean of the Faculty of Science, Technology, Engineering, and Mathematics (STEM) at the Open University (OU).

Mike, a senior academic leader, has a wealth of experience in change management and strategy implementation. He is a member of the Academic Accreditation Committee of the Institution of Engineering and Technology (IET) and represents the Engineering Council UK (EngC) at the European Network for Accreditation of Engineering Education (ENAEE).

Mike brings a value-based approach to his leadership. He has planned, led and implemented successful change management initiatives. Before joining OU, Mike held prominent roles as the Dean of the School of Engineering and Computing at the University of Central Lancashire (UCLan) and as the Dean of Strategic Development and Dean of the Faculty of Architecture, Computing and Engineering (FACE) at the University of Wales Trinity Saint David (UWTSD).

Mike grew up in India and is the first person in his family to attend university. Living near a major railway hub ignited his passion for engineering from an early age. His experience leading STEM schools and faculties has given him insight into the complexities and challenges of STEM education. Mike's value-based approach helps bring people along on the journey of change.

Mike is a Chartered Engineer (CEng), a Senior Fellow of the Higher Education Academy (SFHEA), and a Fellow of the Institution of Engineering and Technology (FIET). Mike specialises in RF engineering and has researched Microwaves and Millimeter waves for imaging applications. His career includes work with Cancer Research UK on breast cancer detection, collaboration with the Ministry of Defence (MoD) on security imaging, and contributions to sustainable farming in Kazakhstan.

Mike’s most recent research focuses on exploring AI-based image processing solutions aimed at enhancing climate resilience. Throughout his research career, Mike has secured grants and funding from notable organisations, including the Ministry of Defence (MoD), the Wellcome Trust, the British Council, and the Leverhulme Trust.
