Biography

Steve is Senior Lecturer in Public Management (Associate Professor grade) at The Open University. He is a former lecturer at INLOGOV, University of Birmingham and Lecturer in Public Policy at De Montfort University. His research focuses on public management and administration, with a particular interest in local government and public service delivery. Steve began his career in children and family social work before moving into strategic policy and management. This professional background informs his research and teaching. His earlier research explored public service ethos and value; recently he has focused on the connections between public management and project management; collaboration and engagement between lower and and higher-tier local authorities; public procurement; and the implementation of strategic social outcomes in practice. Steve has published in leading journals, including Public Administration, Public Management Review, Local Government Studies, and Public Money and Management. He is a Visiting Research Fellow, Centre for Public Value, University of Western Australia.
